      Effective legislative writing is a natural result of a number of essential elements, each of which must be integrated in order for its stages to be completed. This includes the drafter, who is the artist who skillfully presents and expresses the substantive criminal rule, both in terms of terminology and meaning, and who formulates its content in precise and exact language. The drafter must have extensive experience in both the fields of private and public law for the texts he is producing. This is in addition to his general understanding of a few sciences that are relevant to the study of law, particularly linguistics, which is comparable to the pen and ink he uses for writing. The meaning or essence of the substantive criminal rule that is to be formulated may be lost if the drafter does not choose the accurate word that encompasses its characteristics and prevents confusion with other words, so we disagree with those who minimize the importance of the drafter's linguistic competence on the grounds that it is easy to ask for assistance from linguists to correct linguistic errors. Because the linguistic editor just considers the word's surface and its linguistic meaning and is unaware of its legal meaning, it is challenging for him to recognize this issue.
